The Committee members listened to the report on observance of legislative requirements by the Ministry for Family, Youth and Sports as regards efficient application of budget funds allocated for the State support of youth and child public associations for realization of national programs and events for children, youth and women.
According to the report of the Accounting Chamber of Ukraine, "the public funds allocated for the aforesaid purposes are used unsystematically, since there are no clear priorities established for their use, especially for settlement of urgent social problems in the said fields".
The Committee members recommend that the Ministry amends the Statement on tender commission in charge of draft projects of public associations regarding children, youth and women in order to secure transparent and fair allocation of budget funds. The Ministry should also present a short list of social issues, the settlement of which is to be of top-priority in Year 2008.
